Default 2005 3500 p0299 code

I have a friend of my wife's, that brought me there truck. They are in nc now. Need to get to Florida. There truck has low power lots of black smoke.
P0299 low boost code. I went down to turbo and checked play in the compressor wheel, not too bad.
It does have plastic tanks on the intercooler.
I don't think it would be bad fuel filter due to black smoke.
I also pulled the iac boot off the turbo. Of the 4 boots this one is real flimsy. No holes in it.
Need some advice. The owner says she heard air noise and thought pass side but don't know if I trust her to tell me what side it's coming from.

Only way to tell is to inspect the entire system. CAC boots are flimsy too.

P0299 is a low boost code.

Low power and lots of smoke and the code above tells me that the turbine wheel may have burned up. Air filter in good condition?

The turbine wheel did not look too bad. Truck has 195k on it. Nice truck.
Did google searches. Map sensor came up? I was not sure how to check waste gate. On a ford I can unhook it and tie it closed. The air cleaner is ok. Small amount of play in compressor wheel. Not terrible. I did not see any broken pieces or holes in the inter cooler. Does have plastic tanks.
Not really sure where to look first.

No, just spun the wheel. I don't mind doing things. Do you feel that's the most likely issue?
It spins freely. Not a ton of play.

Only a few thing cause this problem.

Stuck wastegate, burned up turbine, busted intercooler, or bad boots, plugged air filter.

Your going to have to check the system real good IE the intercooler will split at the seams or bust right in the middle of the tank.

Turbo wise I have seen the turbine wheel completely shear off and go into the exhaust and when you just grab ahold of the compressor wheel it feels ok. The waste gate you can actuate with air to see if it has full travel.
